Thirty-three leading cadres

In order to improve oversight of the selection of cadres and to improve the accuracy of identification and appointment of cadres, the following proposed candidates (elections, nominees) for study decisions at the meetings of the Standing Committee are given a pre-qualification:

A wide range of cadres are invited to reflect and report on the situation and problems of the proposed candidates (elections, nominees) in terms of their ethic, ethical qualities, ability to work and integrity. A whistle-blower may report by letter, telephone or on the spot. In order to facilitate information, the complainant is requested to sign or inform himself of his or her true name and work unit. The issues reported must be real, accurate, as detailed as possible, and should provide, as far as possible, investigative verification leads. There is a strict ban on rumours and cascades. The whistleblower will be strictly protected.
