This provision will come into force on February 1, 2022.

It specifies the list of responsibilities of the main person in charge of the production and business operation unit to perform the safety production responsibility, and requires them to master the safety standards related to the production and business activities of the unit, and have the corresponding safety analysis and prediction ability, safety decision-making ability, organization and management ability and emergency disposal and command ability.

At present, Shanxi has implemented safety production assessment scoring for coal mine managers in the whole province. From July 2019 to November 2021, more than 60 coal mine managers have been ordered to be transferred from their posts because the cumulative score in the annual scoring cycle has reached more than 12 points.
