Chasing profits and refusing to rectify
According to the details disclosed by the Supreme People’s Procuratorate, the two outsourcing units that led to the failure of epidemic prevention and control at Nanjing Lukou Airport are Nanjing XX Health Industry Co., Ltd. (hereinafter referred to as “XX health company”) and Shanghai XX Environmental Service Co., Ltd. (hereinafter referred to as “XX environmental company”).
On August 9, 2021, under the designated jurisdiction of Jiangsu Provincial Public Security Department, Runzhou branch of Zhenjiang Public Security Bureau of Jiangsu Province successively filed a case against a certain health company and an environmental company on suspicion of obstructing the prevention and control of infectious diseases, and took measures to monitor the residence of the relevant responsible personnel and obtain a guarantor pending trial.
The announcement disclosed that a certain environmental company reached an agreement on the aircraft cabin cleaning service contract with the eastern airport group in December 2019. The environmental company will undertake the aircraft cabin cleaning business of international flights in terminal T2 of Nanjing Lukou International Airport and some domestic flights in terminals T1 and T2.
This detail disclosed by the Supreme People’s Procuratorate is completely consistent with the Zhicheng environment previously excavated by Leju finance and economics. Zhicheng environment is the responsible party for the outsourcing of cleaning business of Nanjing Lukou Airport, and it is also the accountable party for “refusing to implement disinfection, cleaning and other epidemic prevention measures in the field of air transportation”.
The Supreme People’s Procuratorate mentioned that “in order to save costs and pursue profits”, Ling, general manager of Zhicheng environment, Zhang, the person in charge of the overall work of Zhicheng Environment Nanjing Branch, and Tang, the project manager in charge of the daily operation of Zhicheng Environment Nanjing Branch, knowing the relevant epidemic prevention regulations, “We have always mixed the use of cleaners, and also mixed the use of cleaners’ lounges, ferry cars and other facilities, in an attempt to achieve” two no mistakes “in the cleaning of international and domestic flights through mixed posts and mixed flow”.
In addition to the problem of mixed post and mixed flow of international and domestic flight cleaning, Zhicheng environment “never organized the cleaning staff to carry out the training of standardized wearing and taking off of protective clothing”. Executives arrested and bidding stalled
On November 22 last year, the investigation authorities submitted six suspect, Miao, Wang, Yang, Ling, Zhang and Tang, for approval to arrest on suspicion of obstructing the prevention and control of infectious diseases.
21 days later, on December 11, the people’s Procuratorate of Runzhou District, Zhenjiang City approved the arrest of five of them according to law, and made a decision not to approve the arrest of suspect Zhang, who was unfit for custody because of his physical condition.
In this arrest list, the identity of Ling Moumou, general manager of XX environmental company, is consistent with Ling Yongfu’s information. According to the official website of ESG group, Ling Yongfu joined Zhicheng environment as general manager in 1999 and is the current CEO of ESG group, while Zhicheng environment is a brand of ESG.
Ling Yongfu is known as the “leader of the cleaning industry”. He has a series of Titles: Vice President of the medical and food consumption control branch of the National Health Industry Enterprise Management Association, vice president of Shanghai air conditioning cleaning Association, deputy secretary and executive director of the Preparatory Committee branch of the CPC Central Committee Cleaning Association. In addition, he also served as vice president of Shanghai appearance and Environmental Sanitation Association (stacaes) and director of construction professional committee.
The helmsman was put on file for investigation, and the situation of Zhicheng environment in the bidding field began to change.
According to the bidding data of enterprises, the number of successful projects of Zhicheng environment has been greatly reduced since September last year. Since this year, only four of the eight projects in which it participated in the bidding have won the bid, and the bid winning amount is small. Among them, the subject matter of a property with a higher amount is only about 1.49 million yuan.
In the competition of several large property targets, Zhicheng environment returned empty handed. Among them, the service procurement projects such as cleaning, transportation and equipment and facilities maintenance of the obstetrics and Gynecology Hospital Affiliated to the Medical College of Zhejiang University were taken away by Shanghai Jichen health Logistics Service Management Co., Ltd., with the subject amount of 23.6977 million yuan / year.
According to the disclosure of Zhejiang provincial public resources trading center, the comprehensive score of Zhicheng environment in the subject election was 64.19, ranking fourth among the seven suppliers, with a difference of 11.61 from the comprehensive score of Shanghai Jichen health service.
Compared with last year, even from July 28 to August 6 after the outbreak at Lukou Airport in Nanjing, Zhicheng environment signed a number of target projects in just one week.
